Extinguishing agent handling licences

Halon special permit

Special extinguishing agent handling licence

This authority is required by anyone acquiring, storing and/or disposing of scheduled extinguishing agents as listed in the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989. A extinguishing agent trading authorisation (EATA) is required to undertake the following activities:

  • Buy/sell/possess agent in bulk, or
  • Fill/recover agent

How to apply for an extinguishing agent trading authorisation (EATA)

Before granting an authorisation, the Fire Protection Industry (ODS & SGG) Board (FPIB) must ensure that the applicant has appropriate equipment to be able to handle and prevent avoidable emissions. Once an authorisation is granted, only individuals with the appropriate licence can actually handle scheduled extinguishing agents.

An EATA holder will be required to maintain appropriate records of all amounts of scheduled extinguishing agent held and provide regular reports to the FPIB in accordance with Regulation 332.

To apply for a EATA, an application form must be fully completed and submitted to [email protected]

  • The EATA application form can be found here.
  • Permit conditions associated with holding a EATA can be viewed here.

A risk management plan must also be completed and submitted to the FPIB as part of the application process. The risk management plan must address all the issues contained in Regulation 331 of the Ozone Protection and Synthetic Greenhouse Gas Management Regulations 1995.

We're working to protect the environment by minimising emission of scheduled extinguishing agents
